I wrote last week about how I've found it better to let bitterness and resentment about the profession go. While I didn't claim that my experiences generalize or suggest that there aren't things about the profession that might rightly make people bitter, I hope at least some of you found the post helpful. All that being said, there are still some things about the profession that frustrate many of us–and as I mentioned in that post, I think we should discuss and try to improve things in the profession. So, in today's post, I'm going to discuss some concerns I've mentioned before about our current processes of peer-review, and how our system might be improved.
I'd like to begin by considering how people feel about our system of peer-review. Here is my general sense:
Editors don't seem to like it: As J. David Velleman (editor of Philosophers' Imprint) wrote at Daily Nous a while back, journals are overwhelmed with papers. The number of papers journals receive is making it progressively more difficult to find enough willing referees, give papers the attention they are due, and so on. Velleman has not been shy about his concerns, as I recall him sharing similar concerns on a number of occasions. And, in my experience, other editors seem to feel similarly. For example, when I recently inquired with an editor about a paper I submitted that had been under review a fairly long while, the editor mentioned that the peer-review system is "broken." I very much appreciated the editor's candor–not to mention the editor's timely and conscientious resolution to my inquiry–but I think it just goes to show: editors seem to like our current system about as much as the rest of us. Referees don't seem to like it: I can't even begin to count the number of times I've heard referees complain about our current peer-review system. It isn't that referees despise reviewing per se. On the contrary, I've heard some people say they think it is a valuable and important service to the profession. No, the concerns I've heard referees voice–many times in the comments section of this very blog–are typically about the kinds of papers they receive: papers that in their judgment are nowhere near publishable, and should have been desk-rejected. Among other things, I've heard referees often complain about egregious failures to engage in relevant literature–something I continually encounter as a referee: papers saying or implying things like "No one has argued X" when a simple philpapers search on that topic reveals multiple listings of people arguing X on the very first page.
Authors really don't like it: This much should go without saying. I want to be clear, though. Like many people, I think, I have had some very good experiences in the peer-review process: timely decisions, with really helpful referee reports, and so on. The problem, from an author's perspective, is not that the process never goes well. The problem is that there are many things that often don't go well. Waiting many months to get a verdict on a paper can be excruciating–especially if one is on the job-market or coming up for tenure. Having to bug editors about papers that are well-past their reviewer deadlines is nerve-wracking, as one may worry that bugging the editor (and, by extension, reviewer) might elicit a negative result. Then there are worries about being "scooped", as in cases when one worked for months or years on a paper, finished it years ago and yet, while it is still under review, one sees other people publish similar arguments (a dispiriting and anxiety-producing experience, to be sure). Then there is the phenomenon of "Google reviewing", which occurs when one submits a paper for anonymized review only to suspiciously find one's website googled with the paper title a few days later (I've heard many people report this). Finally, while there are some very good reviewers, there are also reviewers who don't do a good job–reviewers who take months on a paper only to give you five dismissive (and in some cases, needlessly inflammatory) sentences, as well as reviewers who seem to have read totally different papers–not to mention the fact that some of the most influential papers in the field appear to have been systematically rejected.
In short, no one seems to much like our current peer-review process. Worse yet, like Valdi I'd hazard a guess that the problems with our current system are the worst for those who are the most vulnerable members of the profession: grad students, non-tenure-track faculty, and untenured faculty. Why? For fairly obvious reasons: these are the members of our profession most in need of the process working well–people in need of jobs, passing tenure review, etc.: things one need publications for.
Why then do we continue with our current system? A large part of the answer is plausibly just disciplinary inertia. Our current practices are so deeply entrenched, and have been entrenched for so long, that it can be difficult to substantially change things. However, another part of the story seems to be some common preconceptions about the alternatives available. In brief, my sense is that many people think about our peer-review system in roughly the way that Winston Churchill thought about democracy: that although it's a terrible system, every other alternative is worse.
After all, what other options for peer-review are available? Well, on a few occasions, I've mentioned the way things work in math and physics. In math and physics, the standard practice is to upload paper drafts to a public repository called the 'ArXiv'. The disciplinary norms then are as follows: once a paper is posted to the ArXiv, it is in a sense already considered published. People are expected to be aware of articles posted to the ArXiv, they are expected to cite them, and articles to the ArXiv are discussed and improved. Then, after all that, articles are sent to journals, where a formal verdict is arrived at. Obviously, this is a totally different system than ours. Moreover, it has some obvious advantages:
It benefits editors and reviewers: how? By both weeding out bad papers and improving promising papers prior to journal submission, both of which plausibly make things easier on editors and reviewers.
It benefits authors: how? Among other things, it enables them to get more feedback and improve their papers prior to submission. It also works to improve scholarly engagement in several ways. First, authors don't have to wait months or years to get their paper out in the public domain (and indeed, insofar as the ArXiv is a public repository, papers on it are not behind journal paywalls). Second, it enables the scholarly community to correct failures of scholarship, such as failures to cite relevant literature. Finally, it enables authors to worry a heck of a lot less about being "scooped", as posting a draft to the ArXiv effectively establishes priority, and the norms of the profession.
In short, the math and physics model seems to benefit just about everyone, in ways that actually address many of the things about our current model that editors, reviewers, and authors seem to find the most frustrating. Why, then, don't we adopt the math and physics model? We do, after all, have open access repositories, such as PhilPapers and the PhilSci archive. The problem, aside from disciplinary inertia, seems to be this: people worry that it would "compromise anonymized review." This worry has come up on social media each time I or others have mentioned the notion.
However, I want to say two things here. First, for all intents and purposes, in the modern digital age "anonymized review" is already prohibitively difficult to ensure. People increasingly post papers online anyway, send them to friends and others specialists, travel around the globe presenting papers at conferences, and so on. Consequently, it is already next to impossible to ensure that a given reviewer doesn't know who an author of a paper is. Second, I think we should very much consider whether the less 'anonymized' practices of math and physics would actually be more fair–particularly to more vulnerable members of the profession. For notice: our current practices of peer-review place a disproportionate amount of power in the hands of a very small number of decisionmakers–namely, editors making desk-rejections, as well as whichever one to three reviewers a journal selects (reviewers who, as we do, have their own philosophical biases, etc.). In contrast, the math and physics model opens things up. It effectively makes peer-review a public, transparent, crowd-sourced endeavor. If a paper posted to a public archive is good, chances are that will come out in public discussion; and, if it is bad, then that will too!
"Okay", you say, "but only well-placed people will have their unpublished papers discussed!" I've heard this worry repeatedly. The problem is, this doesn't seem to be the case in math and physics. On the contrary, work by outsiders is often discussed, promoted, and so on. This appears to me to be in large part because of the fact that, once the peer-review process is made more public, people actually have an incentive to go out and attract attention to their work. While this might seem like a negative to some people (as in, "Ugh, do I really want to see people promoting their work more on philpeople?"), my sense once again is that it has been a great boon to math and physics: that many people enjoy the greater scholarly engagement with their work. After all, what is more frustrating that spending months to years on articles only to have it stuck behind a journal paywall and no one ever engaging with it? I don't know about you, but I'd much rather have people openly drawing attention to and engaging with each other's work: that sounds exciting to me! Sure, the math and physics model may be imperfect–as is everything in this world. Still, all things considered, it seems to me vastly superior than what we currently have.
If this is right (and I am open to discussing whether it is), the question then is: what will it take to change things? It will, I think, ultimately take people in positions of influence–senior members of the profession, professional organizations, and editors–to push for changes to practices and scholarly norms. But that is most likely to occur, I think, if we–members of the profession at large–increasingly and openly call for such changes. Should we do it? Will we do it? I, for one, hope so!
