Typically, the best journals for metaphysics are the just best generalist journals – Phil Review, Nous, Mind, PPR, etc. (Of course, there is some variation based on the paper’s particular topic, but I think that that is a fairly reliable guide). All of these journals have published papers in higher-order metaphysics. However, depending on the topic, there is a chance that the editors/reviewers will think that it is too formal for a general audience, and recommend publishing in a logic journal instead. The Journal of Philosophical Logic used to be the obvious place for that; given that the board recently resigned and started Philosophical Logic, that would be my go-to for a metaphysics paper that is sufficiently technical.
